What is a Visa Debit Card?

Visa Debit is an internationally branded debit card which allows you to debit money from your Current Account. You can do this by making purchases online, over the phone or in stores worldwide. You can get Cashback from many Irish retailers when making a purchase. Also, you can withdraw cash at ATM’s worldwide. Each time you make a transaction, the funds in your Current Account will be debited with the value of that transaction.

What are the features of a Visa Debit Card?

With our Visa Debit Card we can offer you the following benefits:

  • Access to your money

    The Visa Debit Card is accepted in over 30 million shops and 1.4 million ATM’s worldwide, so it’s never been easier to access your funds at home or abroad. Just look for the Visa logo!

  • Convenience for you

    You can use your Visa Debit Card to make purchases online, over the phone or in stores. In addition, many retailers in Ireland offer Cashback when you use your Visa Debit Card to pay for purchases, meaning you can access cash from your Current Account without queuing at the ATM. There is no additional charge when availing of Cashback.

  • Added security for your shopping

    You can shop securely online with your Visa Debit Card. Your new card includes a CVV2 number. This is the last three digits that appear on the back of your card just above the signature panel. You will be asked to quote this number when paying for goods and services over the phone or online.

    Your Visa Debit Card can also be registered to use the Verified by Visa service – this offers additional protection when making online purchases at participating retailers. See further details under the Security section below.

  • Added protection for your money

    If you’ve paid for goods with your Visa Debit Card and they show up damaged or worse still, not at all, then we may be able to help you recover your money in the event that you have not received a satisfactory resolution from the retailer.

Where can I use my Visa Debit Card?

You can use your Visa Debit Card at home or abroad wherever you see the Visa logo. It’s accepted in over 30 million retail outlets and at over 1.4 million ATMs across 160 countries. So you can use your card at home and abroad.

Is it a Credit Card?

No, it is not a Credit Card. The Visa Debit Card is a debit card which takes money from your Current Account.

While your Visa Debit Card is linked directly to your Current Account, it is accepted by retailers in the same way as a Credit Card. Your Visa Debit Card may be used by a retailer to Pre-Authorise the expected value of your transaction – this is typical for Car Hire and Hotels. When a Pre-Authorisation transaction is performed by the retailer the funds are ‘ring-fenced’ for a few days until the actual purchase transaction is performed. If the corresponding purchase transaction does not happen, the ‘ring-fenced’ funds are released and your Available Balance is increased.

How does the Visa Debit Card operate?

Each time you make a transaction in a shop, online or at an ATM the funds in your current account will be debited with the value of that transaction.

Staff in some Retailers don’t recognise my Visa Debit Card and some even think it’s a Credit Card

Your Visa Debit Card works in the same way as a Laser (Debit) Card. In the event that a retail staff member does not recognise your Visa Debit Card just inform them that it is a debit card and works in the same way as a Laser Card and request that they insert the card into the POS terminal. The POS terminal will recognise the card as a debit card and allow the transaction to proceed.

What are the daily limits on my card?

The daily limits on the Visa Debit Card are:

  • Cash withdrawal - €700 per day
  • Debit Card Transaction - €1,500 per transaction (max of €2,500 within a 24 hour period)
  • Cashback - €100 per Debit Card Transaction (max of €300 within a 24 hour period)

My child has received a Visa Debit Card – can they use this card to go overdrawn on their account?

No, this card will not allow your child to go overdrawn on their account. It will give them the ability to withdrawn cash at an ATM  and it will also allow them to purchase goods online, over the phone or in stores but ONLY where they have sufficient funds available to do so.

Can I get Cashback with my Visa Debit Card?

Yes, many Irish retailers offer the Cashback facility when you use your Visa Debit Card, giving you access to your money without having to queue at an ATM.

I only use my card at ATM’s - I’m not interested in using it for shopping

No problem. You can continue to use your Visa Debit Card in exactly the same way as an ATM card and you will not incur any additional charges.

How do I activate my Visa Debit Card?

There are many ways in which you can activate your Visa Debit Card:

  • At any permanent tsb ATM - Select the ‘Other Services’ option from the main menu and click “Card Activation” or simply withdraw money
  • Withdraw money from any ATM within Republic of Ireland
  • Simply call 1890 500 212 (or +353 1 212 4890 from abroad) or log on to www.open24.ie

Please note that a Government Stamp Duty will apply when you use the ATM and/or Debit facilities.

Once you activate your Visa Debit Card you can use it for making purchases online, over the phone or in store or to make a cash withdrawals.

My card won't activate in an ATM, is there something wrong?

If your card was replaced because it was either lost or stolen, for security reasons you will need to contact our customer service team on 1890 500 212 (or +353 1 2124890 from abroad) or log on to www.open24.ie to activate your card.

What happens if I’m abroad for a period of time and I can’t activate my card?

What fees apply on the permanent tsb Visa Debit Card?

The following charges will apply when using the Visa Debit Card.

  • When paying for goods or services outside the eurozone – 1.75% of the euro value of the transaction (min €0.46 max €11.43).
  • ATM transactions outside the EU will be charged 3.5% of the euro value (min €3.17 – max €11.43).
  • All non Euro withdrawals will be charged 3.5% of the euro value (min €3.17 – max €11.43).

There is also an annual Government Stamp Duty applicable on ATM and Debit Card facilities. Where you use your card to withdraw money at an ATM a charge of €2.50 per annum per card is applied. When you use your card at a retailer there is also a charge of €2.50 per annum per card. If you use both facilities, then one charge of €5.00 per annum per card will be applied.

Does my Visa Debit Card have a cheque guarantee facility?

No, a cheque guarantee facility is not available on your Visa Debit Card.

Can I issue cheques on my account?

Yes, you can issue cheques on your account. However, these cheques can't be used in conjunction with a cheque guarantee number by a retailer to guarantee payment as your Visa Debit Card doesn't offer a cheque guarantee facility.

What is 'Verified by Visa'? How will it help me?

Verified by Visa is an online security service where cardholders can register their card and select a password that can be used when making purchases online with some retailers. The password is linked to the card and acts like an online signature when you are making a payment, so no one else can use your card on the participating site.

I’ve received my card but it won’t work.

You will need to activate your Visa Debit Card before you use it. You can activate in any of the following ways:

  • At any permanent tsb ATM - Select the ‘Other Services’ option from the main menu and click “Card Activation” or simply withdraw money
  • Withdraw money from any ATM within Republic of Ireland
  • Simply call 1890 500 212 (or +353 1 212 4890 from abroad) or log on to www.open24.ie

What is a CVV2 Number?

This is the 3 digit number on the back of your card along the signature panel. This acts as an extra security feature which you’ll be asked for when you shop online or over the phone.
